my ISP doesn't like me downloading large files and maxing out my connection during peak hours as it impacts on the surfing of other users - which is understandable. I don't mind waiting ten minutes for a download instead of two minutes (I'm accustomed to much longer), so I could use a tool that allows me to set a (lower) download speed in order to not provoke the ire of my ISP. Google can offer me thousands of tools that claim to increase download speed (a large proportion of which are spyware or at least spyware-infested I suspect) but can I find one that will actually slow the download speed?.......no
